
ABOUT DR. LIEBERG
With over 30 years of experience in criminal justice leadership and advanced clinical training in trauma treatment, I bring both operational understanding and clinical expertise to the services we provide. This is not therapy from the outside looking in, it is culturally competent, informed care grounded in real-world public safety experience.
I hold a Doctorate in Criminal Justice, a Masters of Social Work (LCSW), and a Master’s Degree in Sociology, with academic and professional focus on trauma exposure, risk assessment, and public safety systems. I currently serve as a Director of Community Corrections at a County level, leading multidisciplinary teams, advancing strategic, wellness-focused initiatives across Minnesota. I have also worked extensively at the legislative level to strengthen public safety systems across Minnesota, the Upper Midwest, and Nationally.
I am a Licensed Clinical Social Worker providing confidential counseling and consultation specifically for first responders. Through Three Keys Counseling and Consulting, I offer trauma-informed therapy, EMDR, critical incident stress management, peer support development, and annual mental health wellness check-ins tailored to the realities of the profession.
First responders spend their careers showing up on someone else’s worst day. I firmly believe they deserve a space where they can show up fully, without judgment, without stigma, and without carrying it alone. I understand both the culture of public safety and the science of healing, and bring extensive real-world experience, research and evidenced based practical solutions to every client interaction.

COUNSELING & TRAINING
I have presented nationally and internationally on officer wellness, trauma, leadership, crisis intervention, and collaborative public safety strategies. Whether I am providing first responder counseling after a critical incident, facilitating peer support teams, or consulting with executive leadership on retention and organizational culture, my focus remains the same:
- Strengthening people.
- Strengthening teams.
- Strengthening the systems that support them.
In a time when agencies face increasing stress, recruitment challenges, and retention concerns, operational resilience must go beyond policy; it must include culture, leadership, and the mental health support of the individuals who serve.
I am honored to walk alongside first responders and the organizations that support them, building resilience through targeted resilience training, restoring purpose, and creating sustainable strength for the long term.
